Is it based on ALL SPLA revenue?
Not all but most. Products like RDS, Office, Exchange are not eligible. But Windows Server, SQL, and other non productivity products will be. Microsoft is even throwing in a SQL Server incentive to boot. Maybe SPLA is NOT going away after all!
